Since Roku is a streaming-only platform and does not use torrents if you accidentally stumble upon one of these channels under current U.S. law when you are streaming and not downloading you are not in full possession of the file so you are not inadvertently breaking U.S. copyright law.

So if grandma watches a public channel on Roku that may contain an illegal movie, there won't be a knock on her door from the copyright police.
If Roku receives a complaint about any channel that is offering unlicensed content the content provider will contact Roku directly and the channel will more than likely be taken down and removed from the Public Channel Store.
